COMMUNITY ACCESS CONTROL REGULATIONS

Effective March 1, 2008, Supersedes previous versions


Purpose

The Board of Directors, under its authority in the C.C.&R’s to "promote...health, safety and welfare of the residents," has established the Community Access Control Regulations contained herein.

 

Scope

These regulations govern resident and non-resident access into the Canterwood community.


Access Control Devices

A number of technical means are being made available to accommodate the varied Canterwood access requirements of residents and valid non-residents club members, guest, visitors, vendors, service providers, contractors, utilities, and emergency personnel. In each case where access technology is provided to an individual, the responsible individual initiating the Canterwood access is responsible for the use of their access device/authorization and for the actions of all individuals admitted to the community using their device/authorization. In all cases, the individual or organization requesting the device is responsible for the purchase and replacement costs of device(s) should they be lost, stolen, or upgraded as part of an overall community infrastructure program.

 

The following regulations cover specific elements of Canterwood’s access control program.

 

1. Vehicle Identification Stickers

ALL Canterwood resident and non-resident Canterwood Golf and Country Club member (social and equity) vehicles operating on the roads of Canterwood shall display a valid Canterwood Resident or Club Member Vehicle Identification Sticker in the lower left corner of their vehicle’s windshield. Failure to display proper Vehicle Identification Stickers will result in a $50 fine and gate guards will require the vehicle to stop and register each time the resident/non-resident enters Canterwood. No gate access device will be issued to or attached to a vehicle that does not display a valid Vehicle Identification Sticker.

 

2. Vehicle Gate Access Devices

Vehicle Gate Access Devices are available to residents current on their assessments (dues) through the HOA office for a fee of $25 per device. Residents are authorized to purchase one (1) vehicle gate access devices per vehicle registered to their residence. Devices must be registered with the HOA office. These devices will allow resident access at all gates during the hours of that gate’s operation. Residents are fully responsible for the use of their Vehicle Gate Access Devices. Misuse of any device may result in deactivation.

 

3. Non-resident Vehicle Gate Acces

All non-residents must enter through the main gate and register with Security.

 

4. Gate Access Dialer

A automatic dialer is provided at the Peacock Hill, Baker Way, and Main gate and only allows for calls to Security.


Non-resident access

Outside of the specific non-resident groups identified above, all non-residents must register at the main gate and show their drivers license upon arrival. The guard at his/her discretion may choose to call a residence that is identified by an arriving guest/vendor/contractor as their destination. The level of information obtained from a non-resident arrival may vary from Name, Destination, and Vehicle License to a more extensive set of information including Drivers License and Resident Approving Access. The guard procedures will be to turn away non-resident arrivals not willing to provide this information or who may be on an unauthorized access list for documented violations.

Access Control Monitoring and Video Monitoring/Recording

 

1. Each Vehicle Access Device, and transaction is monitored, recorded, and available for use as required by the HOA and its legal representatives or city/county/state/federal authorities as evidence for prosecution of criminal acts. Transaction records will be retained for a period of 12 months.

 

2. Video monitoring of Canterwood gates and community property may be implemented at the discretion of the HOA Board with funding approval of the Community. Digital video images may at the discretion of the HOA Board be correlated with each Vehicle Access Device, and/or transaction. Digital video images will be available to authorized HOA personnel for use in their contracted roles, and available for use as required by the HOA and its legal representatives or city/county/state/federal authorities as evidence for prosecution of criminal acts. Digital video images will be recorded in a format admissible in a court of law and retained for a period of 12 months.
